Next-Gen Urban Licensing: Designing an Integrated NOC & Building Permit System

Dubai’s Roads and Transport Authority (RTA) held a design session to develop the No Objection Certificates (NOCs) and building permits system. Representatives from government agencies across the Emirate of Dubai, as well as a number of infrastructure project consultants, participated in the session to discuss the most prominent current challenges and future opportunities, in addition to reviewing a number of development initiatives and projects aimed at simplifying procedures and raising the efficiency of services provided by the RTA.

The Authority is keen to support the sustainability of infrastructure projects and consolidate Dubai’s position on the economic map as a global center for competitiveness and doing business, through designing a cycle for issuing approvals and permits and ways to accelerate them, which contributes to improving the experience and raising the level of customer satisfaction, and enhancing digital integration between government agencies, and thus the continuity of Dubai’s ambitious development wheel.

Arif Shakri, Director of Roadside Management at the Roads and Transport Authority‘s Traffic and Roads Agency in Dubai, said: “The Authority is keen to enhance the efficiency of the No Objection Certificates and Building Permits system, and reduce the time required to complete transactions, especially with the increasing number of infrastructure projects in the Emirate. This contributes to raising the level of integration and data exchange between entities, in order to keep pace with the Dubai government’s objectives of providing proactive and digital services of global efficiency.”

Shakri added: “The electronic no objection certificates are an integrated platform under the supervision of the Roads and Transport Authority, and include 11 different service entities under one umbrella, in order to issue unified no objection certificates for infrastructure works in the road right-of-way. The average completion time for a single transaction is from three to seven days, depending on the nature and size of the works. The number of no objection certificates issued in the first half of this year reached 45,595 certificates for infrastructure works and projects.”

The session resulted in the introduction of a package of proposals and initiatives that stimulate the work system, the most important of which are: amending the documents required for each type of no objection certificate, adding new types of no objection certificates, automating all activities related to construction work to enable the client to start work immediately upon issuance of the no objection certificate, and merging the types of related requests to submit them into one request and shorten the time for clients.
